Prof. Roxana Ng (28 May 1951 – 12 Jan 2013) was a Professor at OISE (The Ontario Institute for Studies in Education) whose research and activism focused on issues facing immigrant women and garment workers, especially in the Canadian context. The first woman of colour to hold a tenure track position at OISE, Prof. Ng was also a key researcher in critical pedagogy, decolonizing pedagogy and embodied learning.
Prof. Ng was born in Diamond Hill, a hill in the east of Hong Kong's Kowloon Walled City, the enclave later destroyed by the British colonial government. In 1968, she left for a Quaker boarding school in the United Kingdom. She moved to Vancouver with her family in 1970 and received her BA and MA in Sociology from the University of British Columbia (UBC). She moved to Toronto in 1978 to begin her PhD at OISE, which she received in 1984. Prof. Ng then taught at the University of New Brunswick and Queen’s University before returning to OISE in 1988 – first teaching sociology and then adult education.
Prof. Ng spent most of her academic career as a member of OISE’s Adult Education and Community Development Program. She was also Director of OISE’s Centre for Women’s Studies in Education and a key member of OISE’s Centre for Integrative Anti-Racism Studies (CIAR) and the Anti-Racist Network. She was an active opponent of racism and sexism in both academia and society at large. Her own experiences with these issues is documented in her article title “A woman out of control: deconstructing sexism and racism in the university” (Canadian Journal of Education, 1993 18(3), p. 189).
Prof. Ng’s research was focused on the experiences of immigrant women in Canada, including their exclusion from the labour market. Prof. Ng authored numerous books and articles, including co-authoring Anti-Racism, Feminism, and Critical Approaches to Education (Bergin & Garvey, 1995). She also served as principal researcher for “Professional immigrant women navigating the Canadian labour market: a study in adult learning.” Prof. Ng also advocated strongly for healthy living choices, and developed a strong interest in Eastern medicine, trying to reunite mind, body, and spirit, which have been traditionally segregated in academia. To this end, she taught courses such as “Embodied Learning and Qi Gong,” “Applications of Embodied Learning,” and “Toward an Integrative Equity Approach in Higher Education.”
Prof. Ng was involved in many community groups and grassroots organizations that supported immigrant women. She co-founded the Vancouver Women’s Research Centre in 1977, a centre that helped immigrant women address issues of economic development, domestic violence and sexual harassment. She subsequently helped set up similar centres for immigrant women across the country. She served as a board member of Inter Pares (1999-2013), a “Canadian social justice organization working in Canada and around the world to support people's struggles for peace, justice, and equality” (from their website). She was also a member of the Canadian Research Institute for the Advancement of Women (CRIAW) since 1986 and served as a board member and then President in 1994/95.
Prof. Ng was also a key member of the Homeworkers Association (HWA), a group that began as part of the Toronto Chapter of the Chinese Canadian National Council. The HWA organized training, support, and social events for home workers, particularly those in the garment industry.
She died of cancer on January 12 2013, at the age of 61.

Series consists of Prof. Ng’s files on organizations for immigrant women and garment workers in which she participated. These include the following:
- Apparel Textile Action Committee (ATAC) (1989-1995): Records document the work of ATAC’s Joint Adjustment Committee, which was set up between the International Ladies Garment Workers Union and the Amalgamated Clothing and Textile Workers Union under the Industrial Adjustment Service Program of Canada Employment and Immigration Commission. Prof. Ng was appointed Chairperson in 1991. The group aided workers affected by closures, downsizings and/or bankruptcies in the textile industry by providing counselling, retraining, and help finding a new job. Files include program reports, correspondence, minutes, funding requests, member lists, brochures and press releases. There is also a report from ATAC’s ESL-career decision making program.
- CERIS (The Joint Centre of Excellence for Research on Immigration and Settlement (1997-2008): Files include administrative records, newsletters, research overviews, and the proceedings of the Fourth National Metropolis Conference in 2000.
- The Canadian Research Institute for the Advancement of Women (CRIAW) (1986-2010): Files include financial statements, reports, strategic planning, project files, research and articles, and conference records.
- The International Ladies' Garment Workers' Union (ILGWU) (1992-1994): Files include conference records, reports, research interviews and other records.
- INTERCEDE (International Coalition to End Domestics’ Exploitation) (1980-2001): This coalition provided services, assistance, and education to domestic workers, advocated for improvements in the living and working conditions of domestic workers and participated in public awareness campaigns. The group also lobbied provincial and federal governments for legislative changes for domestic workers, presented briefs to the Ontario government and the federal government’s Task Force on Immigration Practices and Procedures, organized rallies, and generally advocated on behalf of the needs of domestic workers. Files include research and reports, press clippings, newsletters, correspondence, minutes, orientation kit and briefs and responses to government reports.
- Inter Pares (1999-2004): The single file on Inter Pares includes published ephemera such as bulletins and pamphlets.
- The Jade Garden Adjustment Committee (1988-2005): This committee was struck in order to provide support for workers displaced by the closing of the Jade Garden Restaurant. Files include reports, contracts, interviews and surveys, correspondence, minutes, financial records, and background material on Chinese immigrants in Toronto. One report, to the Office of Labour Adjustment and Ontario Training and Adjustment Board, gives a good overview of the case: “When restaurant workers and adjustment services meet: the Jade Garden Restaurant Workers’ Experience” by Roxana Ng (B2014-0005/004(02))
- The National Organization of Immigrant and Visible Minority Women of Canada (NOICMWC) (1986-1992): Files include conference records, meeting minutes, the constitution, newsletters, outreach materials, reports, correspondence, conference material, and other records.
- UNITE (the Union of Needletrades, Industrial and Textile Employees) (1995-2001): Files include outreach materials, newsletters, memos, minutes from the Toronto Project Team, project records, press releases and clippings, publications, reports, and other records.
- Women Working with Immigrant Women (WWIW) (1979-1992): Files include annual reports, minutes, the constitution, newsletters, project files and other records, especially for the WWIW in New Brunswick.
The series also begins with files on various groups for which there are only a few records, and in which Prof. Ng was less actively involved.

Researchers should note that Roxana Ng used CCNCTC as the acronym for the Chinese Canadian National Council Toronto Chapter, which is reflected in the file titles.
Homeworkers’ Association (HWA) was formed in 1992 as an organization for immigrant women who sew garments in their home. The group was comprised of and advocated for homeworkers and their workplace rights, providing training, advocacy, social activities and other support.
HWA was established as part of U.N.I.T.E. Ontario Council (Union of Needletrades, Industrial and Textile Employees). It operated under the Chinese Canadian National Council Toronto Chapter (CCNCTO) until it incorporated independently in 2007.
The Toronto Chapter of the Chinese Canadian National Council (CCNCTO) was incorporated in Ontario in 1985. The grassroots, non-profit organization is made up of Chinese Canadians in the Greater Toronto Area organizing to advance equity, social justice, and inclusive civic participation of Chinese Canadians, under an overarching respect for diversity and human rights. Major activities include public education, systemic advocacy, community development, coalition building, and providing direct assistance to individuals facing discrimination.
The CCNCTO is a local member chapter of the umbrella Chinese Canadian National Council that was formed in Ontario in 1980 (as the Chinese Canadian National Council for Equality) as an outcome of the Anti-W5 campaign protesting the irresponsible journalism of CTV. Chinese Canadians across the country had mobilized against the national television network’s W5 program segment “Campus Giveaway” (aired September 30, 1979) that depicted Chinese-presenting students as “foreigners” taking up “Canadian” spots on university campuses. In Toronto, an Ad Hoc Committee Against W5 under the Chinese Canadian Council of Ontario first gathered in support of University of Toronto students whose images were included in the segment without their consent and who took legal action against CTV. The campaign concluded in April 1980 with a public apology from CTV and the formation of the Chinese Canadian National Council for Equality and some of its first member chapters. The Toronto Chapter is a direct offspring of the Toronto Ad Hoc Committee Against W5.
A major, decades-long issue within the Chinese Canadian community taken up by the CCNC and supported by the CCNCTO was the campaign for redress among those who had paid the discriminatory Chinese head tax to enter Canada under the country's Chinese Immigration Act (1885-1947).

Series consists of records relating to the Homeworkers Association (HWA), which was initiated as part of the Chinese Canadian National Council Toronto Chapter (CCNCTO). The group was comprised of and advocated for homeworkers – particularly garment workers – in Toronto. It provided training, advocacy, social activities and other support. The group incorporated, independently of the CCNCTO, in 2007.
The series provides fairly thorough documentation of the group and includes annual reports, minutes, workshop statistics, grant records, brochures and other outreach material, news clippings, membership records, and records documenting the group’s relationship with the CCNCTO.
There is significant documentation of HWA projects and events, including a health and safety outreach project, a fashion show, a photo exhibit, a training and mentoring project with low-waged women, and a wear fair employment project.
In addition the series includes photographs of events, workshops, rallies, and members; scrapbooks; and the contents of a public display used for public education and promotion of the group.
