John Harkness Dales was born in Toronto on 20 August 1920. He attended Earl Beatty Central School and the University of Toronto Schools (1935-1938) before entering Victoria College in 1939. He took commerce and finance for the first two years, then switched to political science and economics. He graduated on 5 June 1943 and the next day he married fellow student, Elizabeth (Betty) Eleanor Agnes Bell.
In 1942 Mr. Dales joined the University of Toronto Contingent of the Canadian Officers Training Corps and following graduation trained with the Royal Canadian Air Force at Centralia, Ontario. On 6 October 1944 he was commissioned as a pilot officer but released to the reserves on 17 February 1945. In the fall of 1944 he entered Graduate Studies at the University of Toronto, receiving in MA in June, 1946. He then went to Harvard on a fellowship to take his doctorate in economics.
Following graduation in 1949, he was hired by McGill University but resigned in 1954 to accept the position of Assistant Professor in the Department of Political Economy at the University of Toronto, with a considerable increase in salary. In 1963 he was promoted to full professor and continued teaching in the Department and later at Woodworth College, the Institute for Environmental Studies, and the Institute for Policy Analysis until his retirement in 1985.
Professor Dales died in Toronto on 16 August 2007.
