History
Professor of economics and founding director of the Institute for Policy Analysis at the University of Toronto (1965-1969, 1973-199-[?])
He also served as Research Director of the Ontario Economic Council (1980-1982), and as Deputy Secretary, Treasury Board Secretariat, Ottawa (1969-1973). He was a member of the Executive Committee of the National Bureau of Economic Research in New York and an advisor to federal and provincial governments, including the Royal Commission on Taxation ("The Carter Report", 1962-1967), the Unemployment Insurance Commission (1968-1969), the Ontario Committee on Taxation (1967), the Royal Commission on the Status of Women (1969), the Commission of Enquiry on the Pharmaceutical Industry ("Eastman Commission", 1985), and the federal Department of Finance. Hartle has written and published widely on economic theories and their application, especially to taxation and the budgetary process.
