Public Discussion Papers

File consists of draft copies of a public discussion paper on foreign policy priorities, as well as correspondence and speaking notes.

Sampson Interview

File consists of memoranda and notes about the detention of William Sampson in Saudi Arabia, Graham's diplomatic visit to Saudi Arabia as the personal envoy of the prime minister, and a review of the book Sampson wrote about his detention by H.G. Pardy, the former Director General of Consular Affairs in the Department of Foreign Affairs.

Khadr Family

File consists of constituent letters to Graham objecting to the return of the Khadr family to Canada, as well as the letter Graham sent in response.

SCFAIT - Africa/G8 - June 2002

File consists of published documents related to A Dialogue on Foreign Policy, an effort to consult Canadians on the country's foreign policy direction. It includes the Dialogue booklet, a supplemental contribution by the Standing Committee on Foreign Affairs and International Trade, and the final report.

Responsibility to Protect

File contains The Responsibility to Protect, the report published by the International Commission on Intervention and State Sovereignty, as well as a supplementary volume which includes background research. The entire report, and a French language version, as well as the supplementary volume are included in a digital format on a CD-ROM located at the back of the volume. The file also contains a report on The Responsibility to Protect by Dr. Erika Simpson, presented to the Canadian Pugwash Group.

Review of Consular Affairs

File consists of the final report of the Review of Consular Affairs, published by the Evaluation Division of Office of the Inspector General.

Material from Daily Folders

File consists of manuscript notes, daily schedules, speaking notes, travel itineraries, and other briefing documents pulled from Graham's ministerial folders in preparation for his testimony at the Arar inquiry. The original folder noted that the material was removed on April 16 and 20, 2004 and was intended to be returned to its original location.

File consists of informational and preparatory documents used by Graham for his witness interview for the Internal Inquiry into the Actions of Canadian Officials in Relation to Abdullah Almalki, Ahmad Abou-Elmaati and Muayyed Nureddin.

Report of the Events Relating to Maher Arar

The file consists of the Report of the Events Relating to Maher Arar, the three volume report of the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar. The first two volumes describe the factual background of the events, while the third volume contains analysis and recommendations.

File consists of the transcript of Graham's public testimony before the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar, and news articles published about his testimony.

[Inquiry Preparation and Media Coverage]

File consists of documents used by Graham to prepare for his Arar inquiry testimony, several of them being marked "Top Secret". The file also contains the transcript from Graham's Secret in camera testimony, as well as media coverage in the aftermath of the inquiry.

Arar Appearance

Subseries consists of files documenting Graham's preparation for testifying before the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar, including transcripts and video recordings of his testimony, and the Commission's final report. The subseries also includes files documenting legal cases similar in nature to Mr. Arar's.

DND Minister's Expenses

File consists of copies of signed expense statements, typically monthly, from Graham's time as Minister of National Defence.

Series consists of documents collected by Graham during his time on the Standing Committee on Foreign Affairs and Public Policy, predominantly as its chair. The records have been arranged into four groups: issue records, which are the records of specific topics or subjects examined by the committee; reports, which consists of the reports the committee published during Graham's time as chair; speeches Graham delivered as chair; and documents related to various conferences, meetings, and locations Graham traveled to as chair.

Issues

Subseries consists of files about the various issues discussed and investigated by the committee during Graham's tenure. The contents generally include reports, expert and stakeholder testimony, related correspondence, and committee memoranda.

Travel

Subseries documents the conferences, meetings, and locations Graham travelled to as the chair of the Standing Committee on Foreign Affairs and International Trade. In addition to documents about the specific conference or meeting, such as agendas, briefings, or summary reports, there is often significant accompanying background material for each trip.

Speeches

Subseries consists of the text of or notes for speeches and addresses Graham delivered at various events and conferences. Some files also contains additional documents about the event in question, such as programs and reports.

Foreign Affairs

File consists of records which document Graham's time as Minister of Foreign Affairs. The first series covers his preparation for and testimony at the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar. The second series is organized according to major issues he dealt with, the third series holds the reports his ministry published during his tenure, and the fourth series documents his travel and speaking engagements, both domestic and foreign.

House of Commons General Info.

File consists of a list of official protocols and required hospitality items for Graham's time as Minister of Foreign Affairs, staff correspondence and memoranda about claiming expenses, and a printing of Graham's public declaration of declarable assets. The file also contains an unbound copy of "Members Allowances and Services", an expense handbooks for members of Parliament.

Reports

Files consists of reports published by the Standing Committee on Foreign Affairs during the time Graham was a member, as well as the official government responses to the reports.

Couchiching (September 1994)

File pertains to the 63rd annual conference of the Couchiching Institute on Public Affairs, entitled 'Globalism and Tribalism: The New World Disorder?' which took place August 4-7 at Geneva Park in Orillia. Documents include an invitation to attend and outline of the conference, a follow-up letter thanking Graham for his involvement, a revised copy of Graham's speech "Will Democracy Survive the New Globalism", a request to publish his speech, and an invitation to the 1995 conference along with the 1994 conference's proceedings.

10th Miami Congressional Workshop (April 1995)

File consists of records pertaining to both the 10th (April 27-30, 1995) and 11th (February 2-4, 1996) Miami Congressional Workshops, including conference packages, pre-conference briefing notes, and several related policy documents or presentations.

Liberal International, Oxford (November 1997)

File consists of documents pertaining to the 48th Annual Congress of Liberal International, the 50th anniversary of the organization, held in Oxford, including executive committee meeting packages, drafts and discussions of proposals and the program, and a record of the proceedings.

Liberal International, Brussels (March 1999)

File consists of documents pertaining to the 49th Annual Congress of Liberal International, held in Brussels, including documents detailing the logistics of Graham's travel arrangements, a document package for the Liberal International Bureau meeting, documents discussing the logistics of the Congress, and draft and finalized resolutions and reports.

Trade Conditionality

File consists of documents for Roundtable #3 - "Trade Conditionality and Foreign Policy." This includes background notes, speaker submissions, biographical information, and a summary of the proceedings. The file also contains "Human Rights, Democracy and 'Good Governance': Stretching the World Bank's Policy Frontiers" by David Gillies, the second entry in the Human Rights and Democratic Development series.
