Personal and Family

This series documents some of Professor Friedland’s personal and family activities, some partially covered in accession B2002-0023 and some not. Some of the material (birth certificate, old wills and passports, entries for Who’s Who and like publications) provide an overview of Professor Friedland’s activities at various times in his life. The files on his Toronto residences and his cottage (originally owned by W.P.M. Kennedy) document one aspect of the upward mobility of a prominent academic and writer. There is memorabilia in the form of selected greeting cards and files on trips taken over fifty years provide some insights on cultural and intellectual influences. Material on Arts and Law reunions and anniversaries at the University of Toronto, Cambridge University, and elsewhere provide additional comparisons of “then” and “now”.

The correspondence with members of Professor Friedland’s extended family focus on family affairs generally and on personal lives, including professional achievements and social activities, births, weddings and deaths. The most substantial files related to his children, Tom, Jennifer and Nancy, and his mother, Mina, who died in 2000. The large number of photographs provides visual documentation of the family spanning a century.

The files contain correspondence, appointment books, addresses, certificates and programmes, greeting cards and other memorabilia, legal documents, a memoir, notes, flyers, passports.. The records are grouped by activity and arranged, in the case of most of the correspondence, by the name of the family member to which it refers.

Robert Allan Spencer fonds

This fonds documents the administrative and teaching duties of Robert Spencer, as a Professor Emeritus of History and a specialist in European history, especially German history in the 19th and 20th centuries. They also document his education and his participation in World War II; his extensive international research, publications and speaking engagements; as well as his involvement with professional associations and organizations such as the University of Toronto Contingent, Canadian Officers Training Corps (COTC), the International Studies Programme and the Graduate Centre for International Studies, Altantik-Brücke, and the Conference on Security and Co-operation in Europe (CSCE). Included is personal correspondence, correspondence with international organizations, government departments, embassies and consulates; lecture notes; manuscripts and addresses.

Also present are two sous-fonds. The first is the personal papers of his wife, Ruth Margaret Church Spencer, who served with the Women’s Royal Canadian Naval Service (WRENS) during World War II as a base librarian and afterwards as the first professional librarian at Canada House in London. The second consists of files compiled by Ralph Flenley, a specialist in German history and sometime chair of the Department of History: examination questions, student mark books, and drafts of an unpublished manuscript on Anglo-German relations.

Correspondence, minutes, memoranda, notes, reports, and press clippings documenting the activities of the Faculty of Arts and Science Constituency of the President's Council of the University of Toronto, as assembled by Professor Robert Spencer while a member of the Council. In addition to Council minutes and related material, there are files on several presidential advisory committees, the Advisory Planning Committee of the Board of Govemors, the University's Master Plan, the School of Hygiene, tenure (Haist Committee), and the Council's Sub-committee on Resource Planning. Included is material documenting the participation of professors C. B. Macpherson and J. B. Conacher.

Correspondence, memoranda, briefs, minutes, posters, architectural plans, maps, and press clippings documenting Spencer's role in various University administrative bodies including: the Board of Governors Property Committee, 1969 – 1972; the Program Committee of the Commission on University Government, 1969 – 1970; the President's Council, 1969 – 1970; the Committee on Accommodations and Facilities, 1969 – 1972; the Capital Planning Committee, 1971; the Sigmund Samuel Renovation Committee, 1972; Faculty of Arts and Science Library Committee 1967 – 1969; and the Library Council Executive Committee 1965 – 1969. Also includes records of committees relating to stack access issue to the new Robarts Library (the Heyworth Committee), 1971 – 1972, and to the use of the Sigmund Samuel Library 1970 – 1972.

Also present are copies of his curriculum vitae, security documents regarding the Department of External Affairs, and material reflecting his long association with the Canadian military in the form of Remembrance Day ceremonies and VE-Day and other celebrations related to World War II.

Professional activities: Council of Ontario Universities

The Council of Ontario Universities (COU) was formed on December 3, 1962 as the “Committee of Presidents of Provincially Assisted Universities and Colleges of Ontario,” with its current name being adopted in 1971. The mandate of the COU is to “build awareness of the university sector’s contributions to the social, economic and cultural well-being of the province and the country, as well as the issues that impact the sector’s ability to maximize these contributions.” It works with Ontario’s publicly assisted universities and one associate member institution, the Royal Military College of Canada. This series documents the activities of a number of its committees and task forces, which are detailed below, approximately in order of activity.

Professor Lang was a member of the COU’s Committee on Enrolment Statistics and Projections from 1976 to 1990. In 1982-1983 he sat on its Special Committee on BILD Administrative Procedures and from 1987 to 1991 was a member of its Research Advisory Group. In 1991 he was invited to be part of a small task force to present proposals to the government for an income contingent repayment plan for Ontario students. Throughout much of the 1990s, he was involved with the COU’s Committee on University Accountability and the Performance Indicators for the Public Postsecondary System in Ontario project, better known as the Performance Indicators Project, the purpose of which was to assess the overall Ontario postsecondary sector.

He was also a member of four task forces: Audit Guidelines (1998-2000), Secondary School Issues (1998-2005), Student Financial Assistance (2006-), and Quality Assurance (2008-2010).
The Task Force on Secondary School Issues was established to assess the evaluation of students in the new secondary school program of studies and to make recommendations regarding the monitoring of grading practices and standards.

The COU’s Quality and Productivity Task Force work was to outline “all the quality and productivity initiatives” undertaken to “showcase results for the government’s increased investment in universities.” Its report, presented in March 2006, was followed by the COU Task Force on Quality Measurements, chaired by David Naylor of the University of Toronto. It was charged with addressing the “broad issues related to quality measurement, developing the long-term strategies for COU’s work with the government and the Higher Education Quality Council of Ontario (HEQCO).” [1]

Files in B2018-0001 include correspondence with U of T and COU colleagues, as well as further records related to his role on the COU’s Committee on University Accountability. Also included are further records about the COU's Task Force on Quality Assurance (2008-2010), including its subsequent transition and implementation phase.

The files in this series contain correspondence, memoranda, notes, minutes of meetings, drafts of reports, and assorted background reports and other documentation.

Professional activities (other)

This series documents professional activities other than those described in the two previous series. Included is material on consulting and special projects, boards of governors of educational institutions that Professor Lang sat on, and his association with a number of other educational agencies and groups in Canada and elsewhere. Of the last, the most documentation is on the Ontario Council on University Affairs, the Premier’s Council for Economic Renewal, and the Sweden/Ontario Bilateral Exchange Seminar for Senior Academic Administrators (1982-1983). The arrangement in this section is by name of organization or event.

The files may contain any combination of correspondence, memoranda, minutes of meetings, notes, and reports.

Files from B2018-0001 include further records documenting Lang’s active involvement with the Board of Trustees of the Toronto School of Theology (2008 - ; Chair, Institutional Evaluations Committee, 2014-2017) and the Board of Governors of Saint Augustine’s Seminary. His work as Chair of the Strategic Asset Study Committee (2011-2014) for the Archdiocese of Toronto is also documented.

Professional activities: Ontario. Ministry of Training, Colleges and Universities

Professor Lang’s first major collaboration with the then Ministry of Colleges and Universities began in 1991 when he was a member of the Minister’s Task Force on University Accountability. Later he was involved in several joint projects with the Ministry and its successors [the Ministry of Education and Training (from 1995) and from 2000, the Ministry of Training, Colleges and Universities] and the Council of Ontario Universities; in particular, their Steering Committee on Ontario Graduate Survey (1997-), their Joint Steering Committee on OSAP (1998-2001), and their Key Performance Indicators project (2000-2005). In 2006 he became a member of the Ministry’s Joint Working Group on Student Access Guarantee. From 2008 to 2011 he was the Ministry’s Working Group and Steering Committee on Transfer. Not all of these activities are documented in this series.

In 2006-2007 the Ministry of Training, Colleges and Universities undertook two inter-related research projects “aimed generally at learning about the characteristics of ‘first-generation’ students.” The first, “College Choice”, focused on the factors that influenced students in seeking post-secondary education and their choices of institutions to attend. The second, dubbed Project STAR (Student Achievement and Retention), “sought to determine the factors that influence the academic performance and retention of students in the first year of university.” It was sponsored by the Canada Millenium Scholarship Foundation and Statistics
Canada.

Files in B2018-0001 document Professor Lang's role as Special Advisor to the Deputy Minister, in particular his involvement with the negotiations between the Government of Ontario and Ontario universities regarding the second Strategic Mandate Agreement (SMA2), and Ontario colleges regarding the Colleges Applied Research and Development Fund [CARDF].

Also included are files regarding the creation of a francophone university in Ontario; the Joint Working Group on Student Access Guarantee, regarding the modernization of the Ontario Student Assistance Program (OSAP); and the Steering Committee on Transfer Credits.

Ritual of the Calling of an Engineer. Office of the Camp Wardens fonds

The fonds originated in Haultain’s office in the Department of Mining Engineering at the University of Toronto, in his capacity as one of the Ritual’s proponents and as a key player in its creation. Although he did not attend any obligation ceremony except his own, Haultain served in numerous official capacities: as Secretary of the Seven Wardens (1930-1939); and as a Warden of Camp One (1926-1961), for which he was also the first chairman. He was also co-opted as a Corporate Warden (1939-1961). It is difficult to draw too fine a distinction between the records of the Kipling Ritual as a whole and those pertinent to Camp One as a subsidiary body of the Corporation of the Seven Wardens. In effect, the documents of the fonds are Haultain’s records of the Ritual first and then gradually emerge as the records for Camp One.

The research value of the records is significant regarding the origin of the Ritual of the Calling of an Engineer and the social interaction between the major figures responsible for its implementation and enfranchisement in Canada. The fonds includes substantial documentation about Haultain, Kipling, Fairbairn, Ross, and most of the major figures in the EIC. Also the records offer a fairly comprehensive portrait of the interactions between mining and engineering professionals between 1920 and 1950. The material is primarily of historical value and spans the creation of the Ritual, the development of the Camps and the efforts of the Wardens to control the text and dissemination of the Ritual. The material after the 1950s concerns mainly the day to day administration of the Ritual, the ordering of rings and the preparation of ceremonies in the Camps.

Most of the routine administrative documentation has been arranged in the first four series of the fonds, all of which also include some correspondence. Series 1 contains legal documents pertaining to the copyright and incorporation of the Ritual and the Wardens; Series 2 is for documents related to the drafting of the Book of Authority; Series 3 includes extensive meeting minutes for the Camp Wardens and for the Corporate Wardens; and Series 4 includes detailed financial reports and accounts. The correspondence in Series 5 includes a large number of copies and often conveys both outgoing and incoming mail. Series 6 contains primarily informal lists, ceremonial documents and various forms or texts used in actual ceremonies. Series 7 and 9 include documents that are primarily external to the main operations of Camp One, such as collected publications concerning the Ritual and correspondence with other camps. Series 8 contains the documentary record of the various attempts at historicizing the Kipling Ritual undertaken by the Camp and Corporate Wardens for the information of the obligated engineering community (see Note on arrangement).

Records after 1950 tend to be more related to the activities of Camp One than to the intricacies of the Corporation of Seven Wardens. Newer accessions are also less delineated than those of the first accession B1982-0023. Generally, most files created after 1965 will be found in Series 5. These more recent files often include minutes and other material rightfully belonging to other series, which, however, have been arranged in Series 5 to preserve the original chronological file order of the Camp One records and because there are typically many fewer records in these later accessions. The exception to this trend is in Accession B2009-0029, which includes comprehensive meeting minutes arranged as part of Series 3.

The fonds does not include the original Kipling letters, which were returned to the Kipling estate in 1960 at the request of Kipling’s daughter Elise Bambridge (1896-1976). The letters were added to the Wimpole Archive, which was deposited with the University of Sussex Library in 1978 on behalf of the National Trust for Places of Historic Interest or Natural Beauty (UK). The ancient landmarks are kept by the individual universities affiliated with Camp One, as are the official obligation lists. The Book of Authority for Camp One is in Series 2. All of the ancient landmarks have historical origins. The original anvil for Camp One was donated by Fairbairn, but was lost in a fire in the Sandford Fleming Building at the University of Toronto in 1977. The current anvil used at the ceremonies at the University of Toronto has a cutting attached taken from the hatch coverfrom the sunken Ocean Ranger drilling platform. The 1935 ‘Peter Wright’ anvil used at the Ryerson University ceremonies have a sheared rivet attached taken from the failed Pont de Quebec. At the University of Ontario Institute of Technology the landmarks are a five-decades anvil from Windfields Farm and a chain from the Darlington Nuclear Generating Station.

Accession B1991-0020 contains correspondence, articles, minutes and addresses documenting the activities of the Ectology Committee of the Department of Zoology and the Passamaquoddy Salmon Associates. Correspondence is among Scott, A.G. Huntsman and Harold H. Harvey.

Accession B2016-0001 contains the personal records of W. Beverley Scott, Professor Emeritus of Zoology at the University of Toronto, former Curator of Fishes at the Royal Ontario Museum, and former Director of the Huntsman Marine Science Centre in St. Andrews, New Brunswick. The records include correspondence, certificates, diaries, travel files, journals and field notes, research files, manuscripts and publications, and drafts of addresses, with associated photographs, slides, x-rays, notes, other related material, and a number of packets of fish scales.

This accession contains approximately 400 photoprints and 200 negatives and strip negatives, along with 41 slides, 48 x-rays, a few postcards, and a number of drawings.

John H. A. Munro fonds

This fonds encompasses two accessions of personal records of John Munro, professor of economics at the University of Toronto and an internationally renowned specialist in Late Medieval economic history. The records document Prof. Munro’s academic activities beginning with his university education at the University of British Columbia and Yale University from 1956 to 1965 until his retirement from the University of Toronto in 2003. This is an extensive body of records documenting the contributions of a recognized expert in European economic history from 1200 to 1600.

The accession is arranged in eight series reflecting for the most part the original order of the records as they were received by the University Archives. Among the larger series are Series 2 Correspondence which contains a fairly complete record of his ongoing communications with colleagues, editors, students and former students relating to academic activities as professor, author, advisor and mentor. Almost a third of this series contains letters of reference relating to student performance and professional evaluation required for employment by colleagues and former students. Series 4 is closely related to Series 2 in that it contains subject files relating to activities in associations, conferences and other organizations. Series 5 and 6 document his research activity in the form of grant applications and his teaching activities mainly at the University of Toronto, although there are some materials relating to courses taught at the University of British Columbia in the mid 1960’s. Lectures for many courses are in the form of essay length narratives, rather than point form notes and thus form a very complete record of the content of his courses as delivered to his students.

By far the largest volume of records is contained in Series 7 Reports and Papers and Series 8 Publications. These two series comprise nearly 50% of the accession’s extent, and provide a very complete record of Prof. Munro’s formal literary works from the earliest years of his academic career including various versions of manuscripts, page proofs, corrections and correspondence. In total, they comprise 79% of his scholarly publications and 48% of his papers as recorded on his curriculum vitae as described on the two appendices in the finding aid.

Manuscripts and publications

This series documents Professor Lang’s writings, unpublished and published, over a forty-year period. He has written two books, Financing universities in Ontario (2000) and Mergers in higher education: lessons in theory and practice (2001), which was translated into Chinese and published in Shanghai in 2008. He has contributed chapters to eleven books, and had numerous papers published in refereed journals, along with review essays, other publications, papers, and reports. The research files (some contain original documents) for and a copy of his doctoral thesis, are also present in this series. The titles, where they exist, to these research files were those used by Professor Lang.

Digital files from B2018-0001 include correspondence and drafts for his book Mergers in higher education: lessons in theory and practice (2001), as well as a report for the Atkinson Foundation, A Primer on Formula Funding: A Study of Student-focused Funding in Ontario (2003).

The files contain a combination of correspondence, drafts, background and research material and notes. The arrangement is chronological by date of document or date of publication.

This series consists of unpublished and published manuscripts written by Helen Lenskyj over the course of her career. Includes: materials related to Lenskyj’s books, journal articles, reviews, reports, workshop presentations, conference addresses, and newspaper and magazine articles. Also included are manuals written by Lenskyj while she worked for the Ontario Ministry of Culture and Recreation.

The bulk of these manuscripts are subdivided into their respective subject areas, based on the four primary research interests (gender and sport, sexual education, education, and Olympic critiques) of Lenskyj during her career. This is the arrangement in which the manuscripts where donated and this order has been preserved.
