The file consists of the Report of the Events Relating to Maher Arar, the three volume report of the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar. The first two volumes describe the factual background of the events, while the third volume contains analysis and recommendations.

House of Commons General Info.

File consists of a list of official protocols and required hospitality items for Graham's time as Minister of Foreign Affairs, staff correspondence and memoranda about claiming expenses, and a printing of Graham's public declaration of declarable assets. The file also contains an unbound copy of "Members Allowances and Services", an expense handbooks for members of Parliament.

Couchiching (September 1994)

File pertains to the 63rd annual conference of the Couchiching Institute on Public Affairs, entitled 'Globalism and Tribalism: The New World Disorder?' which took place August 4-7 at Geneva Park in Orillia. Documents include an invitation to attend and outline of the conference, a follow-up letter thanking Graham for his involvement, a revised copy of Graham's speech "Will Democracy Survive the New Globalism", a request to publish his speech, and an invitation to the 1995 conference along with the 1994 conference's proceedings.

File consists of records pertaining to both the 10th (April 27-30, 1995) and 11th (February 2-4, 1996) Miami Congressional Workshops, including conference packages, pre-conference briefing notes, and several related policy documents or presentations.

File consists of documents pertaining to the 48th Annual Congress of Liberal International, the 50th anniversary of the organization, held in Oxford, including executive committee meeting packages, drafts and discussions of proposals and the program, and a record of the proceedings.

Liberal International, Brussels (March 1999)

File consists of documents pertaining to the 49th Annual Congress of Liberal International, held in Brussels, including documents detailing the logistics of Graham's travel arrangements, a document package for the Liberal International Bureau meeting, documents discussing the logistics of the Congress, and draft and finalized resolutions and reports.

Trade Conditionality

File consists of documents for Roundtable #3 - "Trade Conditionality and Foreign Policy." This includes background notes, speaker submissions, biographical information, and a summary of the proceedings. The file also contains "Human Rights, Democracy and 'Good Governance': Stretching the World Bank's Policy Frontiers" by David Gillies, the second entry in the Human Rights and Democratic Development series.

World Teleport Assoc. - Paris (November 1994)

File consists primarily of correspondence and planning documents for the 10th Annual General Assembly of the World Teleport Association (WTA) held November 7-11, 1994 in Paris and SMART '95, the 11th WTA Annual General Assembly held September 11-15, 1995 at the Westin Harbour Castle in Toronto. The principle correspondent is John G. Jung, the latter conference's chair. The file also contains the related booklet "NAFTA and the Telecommunications Equipment Sector."

File consists of documents pertaining to the 1995 G7 meeting in Halifax, including background information, communiques, reports, memoranda, and remarks. Also included are two Department of Foreign Affairs publications: the Canadian Reference Guide to the United Nations and Canada and G-7 Summits.

Trilateral Commission, Vancouver (April 1996)

File consists of a letter from the Canadian Group informing Graham of the Trilateral Commission Annual Meeting in Vancouver and the text of a presentation given by Roy MacLaren, Minster of International Trade, at the meeting.

File consists of a meeting package and Graham's travel itinerary for a Liberal International Bureau meeting held in London. File also contains a photocopied article by Guy Sorman from Le Figaro Magazine (Dec. 19, 1998).

File consists of documents pertaining to the 1994 Tokyo meeting of the Trilateral Commission: a letter of introduction and invitation with accompanying membership lists and a schedule, and a summary of the proceedings.

Liberal International Congress, Netherlands (June 1996)

File consists of documents pertaining to the 47th Liberal International Congress held in Noordwijk, including planning meeting packages, memoranda, the Congress program, several publications from Liberal International members, a photocopy of an article by Stanley Hoffmann (Harvard University) called "The Crisis of Liberal Internationalism" (Foreign Policy, vol. 98), and a collection of business cards acquired by Graham at the Congress.

File consists of documents pertaining to the Liberal International Executive Committee meeting in Managua, including minutes, agendas, budgets, news articles about Nicaragua, a Canadian International Development Agency report, and Graham's notes.

Petition - January 1997

File consists of several different petitions submitted to Graham on topics such as the phaseout of nuclear energy, the Liberation Tigers of Tamil Eelam, and the elimination of child poverty, among others.

Charting a Course in Turbulent Times

File consists of a collection of issue papers, entitled "Charting a Course in Turbulent Times," which provide background information, testimonial summaries, and policy options for the committee to consider. The file also has summary of the policy options in a separate document.

There are also several titled reports, including: Trade and Sustainable Development Principles, published by the International Institute for Sustainable Development; "Sustainable Development as a Canadian Foreign Policy Focus", a policy paper by Dr. John Kirton; and the Report of Canada to the United Nations Commission on Sustainable Development.

Trade Policy

File consists of briefing notes, memoranda, speeches, and several policy papers, both internal to the Department of Foreign Affairs and International Trade and from external organizations, concerning international trade policy.

Trilateral Commission - General

File consists of administrative documents, such as annual reports and notices of meeting, and policy documents and reports from the Trilateral Commission, especially the Canada Group.

File consists of the administrative records of the Special Joint Committee, including documents noting travel arrangements, memoranda concerning ideas for the committee, lists of experts for consultation, and correspondence on attending hearings.

File consists of documents provided by witnesses for Roundtable #1 - "Rethinking International Assistance and Foreign Policy." This includes background notes and biographical information.

Position Papers

File consists of a French report for the Special Joint Committee Reviewing Canadian Foreign Policy entitled "La Politique Étrangère du Canada: Principes et Priorités pour l'Avenir", which itself is comprised of four position papers. In addition, the English versions of three of those essays are included in the file: "Canadian Foreign Policy: Contemporary Security Issues" by Denis Stairs; "The Challenge of Global Trade, Investment and Finance for Canada" by Sylvia Ostry and Alan Alexandroff, and "Position Paper on Culture and Foreign Policy" by John Ralston Saul.

Prime Minister

File consists of a memorandum from Graham to Prime Minister Chrétien setting out issues to be discussed over a lunch meeting, in particular proposed details for the organizing committee for the Liberal International Congress in Ottawa in October 2000.

Speeches - Minister

File consists of speeches, including drafts and notes, that Graham delivered in the House of Commons and to several organizations, such as the Osgoode Hall Law School or the Canadian Institute of International Affairs. Most of these speeches were delivered when Graham was Minister of Foreign Affairs.

Canada West & North

File consists of the itinerary and supplemental background information for a consultative panel travelling to Vancouver, Yellowknife, and Calgary, between May 29 and June 4, 1994.
