Finance - Tobacco Taxes

File consists of correspondence between Graham, his constituents, and interested organizations regarding the issues of tobacco smuggling and decreasing taxes on tobacco products. The file also contains several reports, news releases, and information packages about the health and economic impact of tobacco taxes.

Canadian Heritage

The file consists of correspondence sent to and from Graham regarding Canadian heritage. This includes events, government organizations and programs, and cultural institutions, as well as acting a mediator between his constituents and ministers of heritage. The file also contains two audio cassettes sent to Graham from constituents. One is a recording of the song "Welcome Home" by Michael Stanutz, originally used in pitch for the Canadian pavilion for the Taejon Expo '93. The other is an adapted performance of "A Christmas Carol" by John Swindells.

The file includes extensive correspondence, especially from constituents, other members of Parliament, and non-governmental organizations, newspaper clippings and photocopies of articles, and drafts of speeches and talking points.

Foreign Affairs - Human Rights

File consists of correspondence between Graham, his constituents, and other politicians about foreign affairs issues that had a human rights element. Included in this file are petitions and information about individuals or groups whom were detained or persecuted by other countries.

File consists of documents concerning the administration of the LPCO, including a treasurer's report, constitution, and membership rules. The file also contains a document package for the 1996 Ontario Liberal Party leadership convention.

File consists of correspondence between Graham and his constituents pertaining to Bill C-41, "An Act to amend the Criminal Code (sentencing)," particularly constituents' support or opposition to including bias, prejudice, or hate based on sexual orientation in the list of aggravating or mitigating circumstances when a court is considering sentencing.

Foreign Affairs

File consists of correspondence between Graham, his constituents, the minister of foreign affairs, international organizations, and diplomats about matters of a global nature. Most of the original enclosures are included with the correspondence, which consists of reports and briefing documents. The correspondence in this file covers part of the time period when Graham was Chair of the Standing Committee on Foreign Affairs and International Trade.

Justice - Gun Control

File consists of correspondence between Graham and his constituents pertaining to proposed firearms legislation. Folder "d" contains postcards mailed to Graham from constituents in favour of stricter gun control legislation.

December 14 1993 - March 15 1994

File consists of a manuscript journal documenting Graham's parliamentary activities and meetings. This journal covers the first three months of Graham’s tenure as a member of Parliament.

Treasury Board

File consists of correspondence with constituents and the President of the Treasury Board, Art Eggleton, on topics such as member of Parliament compensation, pay equity, and infrastructure.

Toronto journal - 1994

Files consists of a manuscript journal documenting Graham's meetings with constituents and community members of Rosedale, as well an account of a trip to Paris.

Charting a Course in Turbulent Times

File consists of a collection of issue papers, entitled "Charting a Course in Turbulent Times," which provide background information, testimonial summaries, and policy options for the committee to consider. The file also has summary of the policy options in a separate document.

Diaries

Files consists of two weekly diaries for the years 1994 and 1996, used to record appointments and engagements.

Administrative Matters

File consists of the administrative records of the Special Joint Committee, including documents noting travel arrangements, memoranda concerning ideas for the committee, lists of experts for consultation, and correspondence on attending hearings.

World Teleport Assoc. - Paris (November 1994)

File consists primarily of correspondence and planning documents for the 10th Annual General Assembly of the World Teleport Association (WTA) held November 7-11, 1994 in Paris and SMART '95, the 11th WTA Annual General Assembly held September 11-15, 1995 at the Westin Harbour Castle in Toronto. The principle correspondent is John G. Jung, the latter conference's chair. The file also contains the related booklet "NAFTA and the Telecommunications Equipment Sector."

Human Rights

File consists of documents related to the 1996 amendments to the Human Rights Code prohibiting discrimination based on sexual orientation. These documents include letters, facsimiles, and e-mails to and from Graham, excerpts from Hansard, speaking notes and talking points, copies of proposed legislation, media interview transcripts, information packages, and clippings and photocopies of newspaper articles.

1994

File consists of two daily agendas used by Graham during his first year as a member of Parliament. The agendas contain overlapping and duplicate entries. It is possible that one copy was used by staff and one by Graham.

Position Papers

File consists of a French report for the Special Joint Committee Reviewing Canadian Foreign Policy entitled "La Politique Étrangère du Canada: Principes et Priorités pour l'Avenir", which itself is comprised of four position papers. In addition, the English versions of three of those essays are included in the file: "Canadian Foreign Policy: Contemporary Security Issues" by Denis Stairs; "The Challenge of Global Trade, Investment and Finance for Canada" by Sylvia Ostry and Alan Alexandroff, and "Position Paper on Culture and Foreign Policy" by John Ralston Saul.

International Trade & Human Rights

File consists of correspondence with Graham related to the Zapatista uprising and larger Chiapas conflict, in protest of Mexico's enactment of the North American Free Trade Agreement.

File consists of business and personal correspondence between Graham and individuals and entities filed under the letter "B".

Canadian Heritage - Fitness & Sport

File contains correspondence between Graham, his constituents, representatives of sports organizations, and the Minister of Communications regarding various topics related to sports and sporting events.

Finance - Budget 1995

File consists of letters from constituents sharing their opinions on the forthcoming federal budget and imploring Graham to ensure that taxes are not raised. The file also contains Graham's letters to the Minister of Finance conveying his constituents' opinions, and form letter templates that were sent in response to letters received. The file originally contained dozens of identical form letters that were sent to Graham; a representative sample has been retained of each type of letter.

National Defence

File consists of correspondence with constituents and Ministry of National Defence officials pertaining to a wide range of military and defence topics.

Development

File consists of documents provided by witnesses for Roundtable #1 - "Rethinking International Assistance and Foreign Policy." This includes background notes and biographical information.

Chamber of Commerce

File consists of letters, speeches, and policy documents from the Calgary Chamber of Commerce and the Canadian Chamber of Commerce.

Canadian Heritage - CBC

File contains correspondence between Graham and his constituents pertaining to the Canadian Broadcasting Corporation. Generally, constituents are expressing concern about budget cuts or programming issues.

Canadian Heritage - National Parks

File consists of correspondence between Graham and his constituents about national parks, particularly with regard to the protection of Banff National Park.

File consists of correspondence with constituents about veterans' topics, in particular war memorials and benefits.

File consists of written submissions and presentations by specialist and relevant organizations offering opinions and evidence for the committee.
