        Professor David M. Nowlan was a professor of economics and an administrator at the University of Toronto, 1964-1998. Most notably, Dr. Nowlan was University Vice-President of Research, 1981-1988.

        David M. Nowlan was born in Toronto, Ontario in 1937. He graduated in engineering with a B.Sc. from Queen’s University, Kingston, in 1958. He then attended Oxford University as a Rhodes’ Scholar. Upon completing his B.A. at Oxford in 1960, Dr. Nowlan became an economist for the government of Canada. He later pursued graduate studies at the University of Toronto where he received an M.A. in 1963 and a Ph.D in 1965.

        Dr. Nowlan was appointed Assistant Professor of Political Economy at the University of Toronto in 1965. He then became Associate Professor in 1970 and full Professor in 1979. In this capacity, he taught graduate and undergraduate courses on environmental, public, regional, regulatory and urban economics. For his teaching, he received the Outstanding Teaching Award, Faculty of Arts and Science, in 1998.

        During his academic career, Professor Nowlan held numerous administrative positions at the University of Toronto. He was Director of the University of Toronto Tanzanian Project, 1968-1973, and Director of Graduate Studies in Economics, 1978. Further, between 1978 and 1981, he served as Vice Dean, School of Graduate Studies and, between 1981 and 1983, as Registrar. Professor Nowlan was also Vice-President Research from 1981 to 1988. Most recently, in 1994-1995, he served as Provostial Advisor on Environmental Education.

        Professor Nowlan has also served on the following University committees and task forces: Urban Studies Committee, 1976-1978; Academic Affairs Committee of Governing Council, 1979; Programme Review Study Committee, 1981; Review Committee on the Institute for the History and Philosophy of Science and Technology, 1981; President’s Advisory Committee on the Budget, 1981-1982; Budget Planning Committee, 1982-1985; Computer Services Review Committee, 1982-1983; Ad Hoc Supercomputer Advisory Group, 1983-1985; Library Automation Committee, 1985-1987; Member of the Task Force on the Electronic Library, 1994-1995; and the University Task Force on Academic Computing, 1994-1995.

        In addition to his responsibilities at the University of Toronto, Professor Nowlan has also been a private consultant for various government and private organizations, most notably the Commonwealth Economic Mission to Uganda in 1979 and the Municipality of Toronto in 1995.
