He was Senior Official Responsible for the Education Support Programs Branch and according to his CV, was "responsible for the federal EPF [Established Programs Financing] transfer payments to the provinces in support of post-secondary education, the Canada Student Loans Program, the Official Languages in Education Program, the National Program in Support of Canadian Studies, and the Secretary of State's involvement in international education affairs."
