In 2007 Prof. Russell was invited by the Canadian Bar Association to participate in a “mission” called Developing Democracy in Nepal. During this trip Prof. Russell represented the CBA and the Nepal Bar Association at the United Nations Development Programme Constitutional Advisory Services Unit Conference on Courts and Justice, and was asked to speak on his experience with aboriginal issues, judicial independence and responsibility, and the judicial system in Canada. Then, Prof. Russell was invited to return to Nepal in June of 2009 along with Prof. John Whyte (University of Saskatchewan) as part of a Canadian Rapid Response Team, and to meet with the Constituent Assembly of Nepal in regards to constitutional reform. Materials from this sub-series include correspondence with Yash Ghai, Sheri Meyerhoffer, Bev Oda, and Prof. Whyte; notes and briefing materials; planning documentation; memorandum; newspaper clippings; and various reports.
