Consists of correspondence between the General Council and Ordinaries in countries where Scarboro personnel were not missioning. This includes Canadian and American clergy, as well as international non-mission areas.

System of arrangement
A file classification scheme was established by the Office of the General Council and the Society's Archives in the 1950's and 1960's, however it was not maintained in subsequent years. In the 2000's, files were re-arranged by Fr. David Warren to take into account newer files and the changes in the Society's structure. The current arrangement is an amalgamation of these two. Original files lists are available.

Scarboro did have three Canadian missions in Toronto, Victoria, and Vancouver working with Chinese immigrants, however correspondence with clergy from these cities in included in this series (rather than with international mission ordinaries) by the General Council.
